The judges felt that George Mason University's submission has a comprehensive approach to the project creation and implementation, including a robust plan for training and socialization. These are essential components for a function that is new and establishing itself within an organization. The committee was impressed with the well thought-out communications plan that met users "where they are." The committee found all of this is to be critical for culture change.
