Janet Chow obtained her bachelor's of science and master's of business administration from The Chinese University of Hong Kong. Her first career was as a management trainee at Cathay Pacific Airways Ltd., and she later specialized in human resources management. In 2001, she moved on to a  career in higher education administration. She assumed directorship at the Clinical Sciences Administration of the Faculty of Medicine at The Chinese University of Hong Kong with a wide spectrum of administrative experience. Since 2010, she has been appointed the director of institutional advancement, working closely with the vice-chancellor in soliciting major gifts for the strategic development of the University.
